Seems like apples to oranges--the Colorado amendment was much more restrictive.

Who's in a better position, Colorado or California?

California was the first to go down the path. Remember Proposition 13, state constitution amendment declaring tax on property can not be more than 1% of value. That was in 1978. I remember it well. Things have gone downhill since. Funny how people want to regulate government, tie up governmnet hands, but not business.
